The Joint Committees for Resources Cooperation
As part of strengthening the measures of resource diplomacy following the oil crises in the 1970s, the Joint Committee for Resources Cooperation was made to promote such things as trading with other countries holding rich resources in the energy resources sector, joint ventures, techniques exchange, and information exchange between governments.
This is accomplished through regular meetings by means of reciprocity exchange. The committee of resources cooperation was founded and in operation with Indonesia, Australia, Philippines, Russia, Mongolia, Saudi Arabia, Vietnam, Peru, and Columbia. However, the committee with Peru and Columbia was converted to partnership relations and the committee of resources cooperation was also set up with former eastern countries and southeast asian countries such as Russia, Mongolia and Vietnam.

Technical Cooperation between Two Countries
The 3rd Korea-China working committee on alternative energy was held in Beijing, China in February 2002. Both governments agreed to promote mutual cooperation in developing its production, experimental testing and research on standardization in the areas of the sun's rays, wind velocity and biomass. Aside from this, in the 5th Korea-Italy joint workshop held in Seoul in October 2002, both parties confirmed the possibility of promoting practical use of MCFC through joint application of system-oriented research findings of Italy and the detailed technology-oriented research findings of Korea in MCFC. The parties further agreed to continue the exchange between the two countries of personnel members of the academe, and to promote the joint participation in the EU MCFC program. Korea Plan to actively participate in the 12 IEA Energy Technology Cooperation Programs Korea jointed, to promote sharing of the information, to build the systematic countermeasures in the national perspective, and to join new programs connected with the energy technology policies.

Korea also plan to enhance the performance of technical cooperation projects between the two countries by actively pursuing the seminars, workshops, personnel exchanges and joint research projects with Italy, Australia, China and Japan. Korea also plan to strengthen its technical cooperation with the northeastern Asian countries including Mongol and China.
 
Cooperation with IEA
Cooperation in R&D programs of IEA
Since Korea submitted written intention to join as associate member of the Energy Technology Data Exchange program, Center for the Analysis and Dissemination of Demonstrated Energy Technologies and Greenhouse Gas Technology Information Exchange program among IEA energy technology information cooperation programs to the IEA in October 1992, Korea was admitted into three programs in November 1993, and Korea is now involved in 12 out of a total of 41 programs. The total annual allotment charge is in the neighborhood of US$270,000.

Currently, Korea has distributed over 1,290,000 energy database materials received from the management agency through Energy Technology Data Exchange program to industrial, academic and research communities via the computer network. Korea is pushing for joint research with other countries and international cooperation in energy technology through seminars.
 
APEC Energy Cooperation
By technical cooperation through APEC energy technology experts and conferences, since we participated in the foregoing experts conferences in 1995, we actively participated in area-specific cooperation projects such as the introduction of technical strategies for the resolution of medium to long-term energy problems in the APEC regions. We consulted on improving energy technology cooperation in the region, examining our countermeasures to the broad range of energy-related problems such as the application of regional energy policies, international joint research of alternative energy, technical cooperation and the greenhouse effect. Through the APEC alternative energy exhibition held in Korea simultaneous with the alternative energy experts group meeting in November 2002, we have contributed to the accelerated dissemination of equipment and technologies related to alternative energy in the region.
